Seven Tips to Prepare for Your 2018 NCUA Examinations

The March 1st deadline for HMDA reporting has come and gone, and that means now is the time to start preparing for National Credit Union Administration examination. As you may or may not know, the NCUA started an extended exam cycle last year, and they expect full implementation by the end of 2018. Preparing for all the auditing requirements going forward may seem a bit confusing, but we're here to help.

During examinations this year, the NCUA will be focusing on several topic areas which were outlined in Letter No. 17-CU-09 to Federally Insured Credit Unions. Supervisory efforts will concentrate on areas of highest risk, new products and services, and compliance with Federal regulations.

Compliance with Bank Secrecy Act

One of the biggest priorities for the NCUA is to make sure there are safeguards in the Credit Union system against criminal activity such as money laundering and funding of criminals/terrorists. They act on this priority by performing examinations and filling out questionnaires in compliance with the Bank Secrecy Act. Examiners are required to "identify the CU's BSA/AML risks, develop the examination scope, and document the plan." Compliance assessment will begin in the second half of this year.

Interest Rate and Liquidity Risk

Not all credit unions were examined for interest rate risk in 2017, but new procedures mean many will be examined for the first time in 2018 according to NCUA letter 16-CU-08. This is due to the significant growth in complexity and size of credit unions. In only 10 years, the total assets of credit unions has tripled, larger institutions have formed from consolidations, and the amount of unions with more than a billion in assets has grown by more than 500%. New regulations, which have been updated for the first time in 10 years, are designed to mitigate risk.

Member Business Loans/Commercial Lending

On January 1st of last year, a new rule for member business loans and commercial lending was implemented. The stated objective of this new rule was to "reflect a principles-based approach to regulation...designed to provide greater flexibility to credit unions to meet the needs of their members." Credit Union officials should be prepared this year to provide documentation that supports their management’s ability to effectively monitor and manage the institution's commercial loan portfolio. Examiners will focus on whether or not policies, procedures, and staffing are appropriate for the type of commercial loans offered.

Internal Controls and Fraud Prevention

Risk of fraud continues to be a major concern for federal regulators.  Credit Unions are responsible for ensuring that their member's financial data is secure, and examiners evaluate this ability by checking internal controls. They also assist in efforts to prevent and detect fraud. According to the NCUA, "Under the Federal Credit Union Act, promoting financial literacy is a core credit union mission." This also means credit unions need to give their members the tools and information needed to keep their identities safe.

Automobile Lending

Credit Unions that have material exposure to higher risk forms of auto lending will get some extra scrutiny during evaluations this year. That's because, according to the NCUA, these credit unions are particularly vulnerable to losses that may affect the entire institution's financial health. Specifically, Examiners will focus on portfolios with the following elements:

1. Extended loan maturities of over 7 years
2. High loan-to- values
3. Near prime or sub-prime
4. Indirect Lending programs

Loan/Application Registers (LAR)

Beginning in the second quarter of this year, examiners will perform limited reviews of quarterly Loan/Application Registers (LAR), when applicable, in order to evaluate Credit Union good faith to comply with recent amendments to the Home Mortgage Disclosure Act. Due to the new implementations of the law, NCUA examiners will be more flexible with credit unions, and their actions will be more diagnostic in nature. They will be helping institutions find gaps in their implementations of amendments to Regulation C and recommending areas for improvement.

Preparing for Examination

As we all know, the best way to have a “clean” and hassle-free audit is to be prepared and have your best efforts well documented. Board approvals, policies, procedures and the due diligence you have done on the risk
and reward of all new products, clearly written and easily accessible are key.
According to the NCUA supervision manual, " examiners are responsible for supervising assigned credit unions through conducting ongoing, results-oriented examinations and supervision contacts and communicating with officials and management."

Say Goodbye to MERS VPN

The MERS® VPN connection has been around a long time. I don't know when MERS® added the VPN as an option to communicate with MERS® but I know when our company first developed eRAMP in 2002 MERS® offered a dial up connection. As most MERS® members are away the old VPN connection with MERS® is going away. The good news is eRAMP has its own SFTP client solution so there should be very little impact to eRAMP and our users. To confirm the process, we will conduct tests between eRAMP and MERS® SFTP servers as soon as MERS® has their test/training environment available. Once testing has been completed we will email all users with the results.

Looks like MERS® has done a great job getting their SFTP servers ready and working to make this change as easy as possible. Here’s what MERS® has told us in our most resent communications:

“Switching to the direct SFTP connection will be straight-forward, you will need to configure your program that connects to the MERS® System (be it an SFTP client or some other application) to point to a new URL. 

There will be no other change to the current process. Your existing SFTP login credentials and folder structure on the SFTP server will not change.

The new DNS name for the MERS® System SFTP server and additional testing instructions will be provided end of October.  The direct SFTP connection will allow Members to securely connect to our SFTP server without first establishing a VPN connection and will be available for testing in the MERS® System Integration environment (also known as the Training environment) from November 6–17, 2017.”

Once again, we see no issues moving forward eliminating the MERS® VPN when the time comes. If you have questions please submit a ticket to our support desk. Otherwise we will have more information for you in the first two weeks of November.

Hello eRAMP Licensed User!

Our plans to move to a new license server are underway and have been going smoothly. This email is a reminder of the conversion schedule and time line. All eRAMP users software will be converted to a new license verification server and all eRAMP LendingQB users to a new web-service server. This move will require that ALL eRAMP software in current use be updated by the cutoff date listed below.

This move will be executed in two phases and over a two month period starting May 2017. The first phase will migrate all eRAMP software starting with update 10.7.1 to our new license server and new web-service server. We expect phase one to be completed by June 30, 2017. If you have eRAMP version 10.7.1 or higher your eRAMP software has already been switched to our new license server and web-service server. There is nothing more for you to do.

Phase two will be the cutoff of the old license server which will happen on July 15, 2017 12:00 Midnight PT. We will keep the old license server running until July 15th as a backup in case eRAMP users updating at the last minute have issues that prevent them from updating their eRAMP software prior to phase one ending June 30, 2017. This will be a temporary measure to give users a way to operate until any last minutes issues are resolved. As an added measure of protection we have both the old license server and the new license server running at the same time.


Will I need to change anything after the update?

The IP address used by your update version of eRAMP starting with version 10.7.1 is going to change to Please have your IT department add the IP address to your firewall white list as appropriate.

eRAMP License Server: All eRAMP users should white list the following IP address:


Customers who have added firewall exceptions for their eRAMP software to internal systems will need to update their firewalls with the new IP address. Do not remove prior eRAMP IP address until after the eRAMP license conversion starting with eRAMP version 10.7.1 has been completed and you are no longer using a prior version of eRAMP software.

Is there anything eRAMP LendingQB users have to do?

eRAMP users with LendingQB integration that have multi-part authentication initiated will have to add the IP address to each users approved IP address list located in their LQB user profile.

Will this affect our VPN client software used to connect to MERS?

No, this update will not affect how eRAMP connects through your VPN to MERS.

Will this update affect our XML Online Registration connection to MERS?

No, this update will not affect how eRAMP connects through your internet HTTPS connection to MERS.

Will we have to make any changes in our eRAMP settings?

This update will be transparent to your eRAMP setup. All template files, investor setup and any other setup options will remain the same and unchanged.

Could we run the old version of eRAMP at the same time as the new version until we’ve confirmed everything is working properly?

Yes, all eRAMP software includes a five user license. It is OK, for a limited time, to update one workstation with the eRAMP update for the new license server while keeping other workstations running the older version of eRAMP.

What will happen if we do not update our eRAMP software?

If you have not updated your eRAMP software by the Phase two cutoff date of July 15, 2017 12:00 Midnight PT your eRAMP software will stop functioning. Your license will show as “License Cannot Be Confirmed” in the lower right corner of your eRAMP screen.

All eRAMP updates will be delivered by June 30th. All users who have an active annual support subscription or have our eRAMP MPP 100 monthly pay plan will receive their update software at no additional charge. Users who do not have an annual support subscription or an expired subscription will have the option of purchasing a new annual support subscription or purchase an update for a one time update fee. The fee will vary depending on the version of eRAMP you are running and the type of license you have purchased. For pricing options please contact our customer support team at by select Client Resources from the top menu.

To confirm if you have an active annual support subscription or have a MPP 100 monthly pay plan log into our support center and click “My Organization”.  Towards the bottom of the page there will be one field to verify your license type and one field identifying your annual support status and expiration date. If your license type is MPP 100 then you will receive your eRAMP update as part of your monthly pay plan license. If your license type is One-Time Upfront License Fee and your support subscription has expired or you do not have a current annual support subscription submit a ticket requesting purchase or renewal of your support subscription.
